The default stays in charge
If you already have a store listing, Google says that listing becomes the default. It is what people see in countries you do not target with a custom listing. A custom listing does not replace the default for the whole world. It replaces it only for the segment you selected. If your custom rule is narrow, most visitors still judge the default screenshots, the default short description, and the default icon.
Fix the default before you clone it. A home-workout variant cannot rescue a default page that never shows a workout. Custom listings also are not automatically translated. Google says you choose a default language, and people who need another language will not get an automatic translation of the custom page the way some default listings can. If you need Malay, you add Malay. If you do not, those users may see the custom listing in the language you set, or they may not be in the segment at all. Do not assume a translation appeared.
Search keywords, country, or churned users
Google’s targeting list is specific. Search keywords reach people who discover your app on Play using the terms you select. Country or region reaches people in a place. You can target several countries with one listing, but a country can be on only one custom listing at a time. If the United States is already on a listing, you cannot put the United States on a second one.
Churned users are people who uninstalled. That is different from lapsed users, who have not opened the app in the last 28 days, and from the combined “lapsed and churned” option. Google also lists non-buyers, one-time buyers, repeat buyers, lapsed buyers, ads traffic, pre-registration, and custom audiences. Inactive users show up in the overview as well. Pick one reason. A listing that tries to be a country page and a keyword page and a win-back page at once will read like none of them.
Worked example: home workout
The fitness app’s default listing shows a gym and a class schedule, because that is the full product. A lot of search interest is the phrase “home workout,” and the app does include a body-weight routine that needs no gym. The default page makes that easy to miss. You create one custom listing, choose search keywords, and include “home workout” plus the close variants Play shows you. You do not invent a second app. You show the routine that already ships.
The custom name, short description, and first screenshots lead with the at-home session. The gym schedule can appear later, so you are not hiding the rest of the product. You do not target a country on this same listing unless the home-workout message is truly what that whole country should see. The United States, if you later want a country-specific page, needs its own listing, and it cannot also sit on another country listing. What you can change, and what is shared
For each custom listing, Google says you can customize the app name, icon, descriptions, and graphic assets. Your contact details, privacy policy, and category are shared across all versions of the listing. Do not plan a custom listing that pretends to be a different category or a different company. The privacy policy URL does not fork. If the home-workout screenshots imply a data practice the policy does not describe, fix the screenshots or the policy, not the segment.
Graphics still have to meet the usual Play rules: real UI, no “#1,” no misleading “free.” A search-keyword listing that shows a dumbbell rack for an app that is only body-weight at home is a false page, even if the keyword is popular. Keyword targeting does not relax the metadata policy. You can look at suggested description text Play offers from your default copy and the terms you chose. Edit it. Do not accept a paragraph that claims a class you do not sell.

You can still measure the custom listing’s results in Play Console after it is live. Read installs and conversion for that listing beside the default, using Play’s own reporting. A small set beats a full quota
Start with the search-keyword listing if the query is real and the feature is real. Add a country listing only when the default message is wrong for that place, and remember the one-listing-per-country rule. Add a churned-user listing only when you have something to say to people who left, such as a feature that answers the review they wrote. Pre-registration targeting is for the period before launch, and it is a different moment from a live search listing.
